Command Center: A Quick and Effective Emergency Response System

PT Freeport Indonesia (PTFI) has implemented an effective emergency management system through its 7777 emergency service, run by the PTFI Command Center. This command center plays a critical role in responding to various emergencies on and around the jobsite.
As the central hub for emergency response, the Command Center’s main duties include receiving and processing emergency calls in accordance with Standard Operating Procedures (SOP). Once an emergency report is received, the center immediately informs the emergency response team and relevant parties, logs incident details, and compiles a comprehensive report, especially if the incident is classified as “high” or involves fatalities.
The Command Center is staffed by trained Emergency Preparedness & Response (EP&R) personnel who have completed specialized courses such as the Basic Fire Rescue Course (BFRC) and emergency communication system training. Team members must also possess strong communication skills to ensure efficient coordination with field teams.

Preparing Before Contacting Emergency Services
Before calling the 7777 emergency line, it is essential to prepare the following information:
- Type of emergency
- Specific location of the incident
- Presence and number of casualties (if any)
- Caller’s identity
This information assists emergency personnel in taking swift, appropriate action.
What Happens After Contacting Emergency 7777?
When the emergency line is contacted, PTFI’s emergency response system activates immediately. Within three rings, four units are automatically connected: the Command Center, UG Emergency Dispatch, ISOS Ambulance, and Security Operation Center. These units coordinate quickly to address the situation based on the emergency type.
After receiving the report, the Command Center activates the relevant units, such as the Fire Station, clinics or hospitals, and the nearest security posts. If an underground incident occurs, the UG Mine Rescue team is dispatched. Coordination between units takes place via phone or radio channel.
In life-threatening situations, the Command Center and UG Emergency Dispatcher provide safety guidance to the caller. For medical emergencies, ISOS paramedics give medical instructions, while for security-related incidents, the Security team provides direction.
Communication is coordinated through tactical radios accessible only by EP&R, UG Mine Rescue, ISOS Paramedics, and Security departments to ensure full focus on incident handling.
Rapid Response Time per SOP
According to SOPs, the process of receiving an emergency report must be completed within 120 seconds. Once the incident type and location are confirmed, the emergency response team is immediately activated. Responders are required to report their departure within two minutes of receiving information, with arrival time depending on the distance of their respective posts.
Responding to Natural Disasters
Beyond handling daily incidents, the Command Center is also responsible for natural disaster situations. They may activate citywide sirens with management approval and activate the PTFI Volunteer Fire Brigade.
If the disaster exceeds the First Responder’s capabilities, the Command Center will request activation of the Incident Management Team (IMT).
With a coordinated system and stringent procedures, PTFI’s Command Center stands at the forefront of employee and facility safety. The quick, precise, and efficient emergency response at PTFI assures that all incidents are managed effectively, safeguarding operational safety within the mining area.
